Planning approvals tick up 1% from 2024



Planning approvals were granted in 70,800 decisions between April and June according to the Ministry of Housing, Communities Local Government (MHCLG), only 1% higher than in 2024.


This is equivalent to 88% of all decisions, with approval rates 2% higher than last year.

Household development applications accounted for 54% of all decisions, up from 51% in 2024. Elsewhere, residential and commercial applications were down 8% and 7%, respectively.

Overall, there were 80,400 applications for planning permission during these months and this was 5% less than in 2024.

The speed of approvals — within 13 weeks or the agreed time — was unchanged at 91%.

Over a longer timeframe, the data showed district level planning authorities were approving less than the preceding 12 months.

In the 12 months to June 2025, these authorities granted 266,400 decisions, 5% from the preceding year.

Within this, 28,700 residential applications were granted, or 9% fewer.

Commenting on the data, Hampshire Trust Bank managing director development finance Neil Leitch said: "We need to be clear that today’s approvals are not tomorrow’s completions.

“Too many schemes stall between consent and delivery, and if that pipeline continues to thin out, the shortfall in housing output will only grow.

“For SME developers in particular, long delays and uncertainty can make schemes unviable before they even start.”
